Lukas Haynes is Vice President of the Mertz Gilmore Foundation in New York.  He served previously as Director of the New York Office of the John D. and Catherine T. MacArthur Foundation. From 2002-2006, he served as MacArthur's program officer for international peace and security.  Prior to joining MacArthur, Haynes was a fellow at the Carr Center for Human Rights Policy at Harvard's John F. Kennedy School of Government.   From 2000-2001, Lukas served on the U.S. Department of State's Policy Planning Staff and as speechwriter to Secretary of State Madeleine Albright. In this capacity, he wrote dozens of remarks on the full range of U.S. foreign policy issues and traveled throughout South America, Africa, Europe, and the Middle East as part of the Secretary of State's delegation.  Lukas is a life member of the Council on Foreign Relations and the International Institute for Strategic Studies, and a Fellow of the Truman National Security Project.  He is a graduate of the College of William and Mary in Virginia (1993). He earned his master's in international relations from Oxford University.
